CASINO PROPOSAL GETS CLOSER TO BALLOT




A proposal to build eight new casinos across Michigan was cleared Friday by the state supreme court, which ruled that organizers didn't need to republish on its petitions the state law the constitutional amendment would change.  But Secretary of State spokesman Fred Woodhams says the decision does not officially put the proposal on the ballot.  He stressed it only instructs the Board of State Canvassers to proceed with its work.  It did not order it on the ballot.
